Do you need a Wyoming driver’s license? We’ll discuss everything you need to know to receive a standard, commercial, and motorcycle license. Everything involving driver’s licenses goes through the Wyoming Department of Transportation (WT DOT), a subsidiary of the WY DMV. Let’s get your WY driver’s license!

Types of Wyoming Driver’s Licenses

There are different types of Wyoming driver’s licenses available depending on your age and the type of vehicle you want to drive. The following are the driver’s license options in Wyoming:

  • Standard driver’s license (Class C) – Can be REAL ID-compliant – required to operate standard vehicles, such as cars and some trucks
  • Driver’s permits: established for teenagers to learn how to become a safe driver
  • Commercial Driver’s License (CDL): required to operate commercial vehicles
  • Motorcycle license (Class M): needed to operate a motorcycle

Wyoming Driver’s License Requirements

Before you rush to make your way to your local WY DOT office, you must make sure you are required to apply for a new WY driver’s license. You must have a Wyoming driver’s license if the following applies:

  • You are a current resident of Wyoming who’s never had a license.
  • You are a new resident of Wyoming and want to apply for a WY driver’s license or transfer your out-of-state driver’s license.
  • You plan on operating a non-commercial vehicle.
  • You have a legal presence in Wyoming and the US (you are not required to have a WY driver’s license if you have a diplomatic driver’s license that the US Department of State has issued)

You are NOT required to have a WY driver’s license if the following applies:

  • You are at least 18 years of age and visiting Wyoming with a valid out-of-state license.
  • You’re an active-duty military member or dependent stationed in Wyoming, as long as you have a valid out-of-state driver’s license and haven’t established residency in WY.
  • You don’t operate farm vehicles on public highways.
  • You only operate registered off-highway transportation without accessing public roads except crossing these roads.

Applying for a New Wyoming Driver’s License

If you’re an adult who’s interested in obtaining a WY driver’s license, you’ll need to complete different steps and submit the proper documentation to your local WY DOT branch.

Wyoming REAL ID Licenses

Through your journey of obtaining a WY license, you have the option of receiving a REAL ID-compliant driver’s license. Wyoming is a state, like many others, that adheres to the REAL ID Act of 2005. Starting October 2021, you can obtain a REAL ID, allowing you to continue to use your WY license for domestic travel and entry into military and federal buildings.

Standard WY licenses will no longer suffice for such activities. After October 2021, if you choose not to receive a REAL ID-compliant driver’s license, you must use another form of federal identification, such as a birth certificate or passport. We’ll discuss WY REAL IDs in more detail later in this article.

New Residents of Wyoming

As a new resident of the Equality State, you will be required to transfer your out-of-state driver’s license within 1 year of establishing residency in Wyoming. Be advised that if your out-of-state driver’s license is from any of the following states, you must transfer your license immediately:

  • Massachusetts
  • Georgia
  • Michigan
  • Tennessee
  • Wisconsin

To apply for a license transfer, you must surrender your out-of-state license and apply for a new Wyoming driver’s license. Depending on your specific situation, you may not be required to pass the written and road tests. However, you will still be required to pass the vision screening.

Non-US Citizens

If you’re not a US citizen or a citizen who was born outside of the US, you may be required to present additional documentation. It’s a good idea to contact your local WY DOT before applying to confirm you have everything you need.

Applying for a Wyoming Driver’s License

To apply for a Wyoming driver’s license, you must visit your local Wyoming DOT branch in person. Make sure you have the following items with you:

  • Proof of identity:
    • US birth certificate
    • Valid US passport
    • Citizenship certificate
  • Proof of your Wyoming residency (2 documents are required):
    • Utility bill
    • Bank statement
    • Phone bill
  • Proof of your Social Security Number:
    • Social security card
    • Bank statement
    • W-2 form
  • Proof of your legal name change (if applicable):
    • Court order
    • Marriage certificate
    • Divorce documentation
  • Pass the WY vision exam
  • Pass the WY written knowledge exam and driving skills test
  • Payment for the $45 fee and all other applicable fees

If you’re an active-duty military member, your expiration date can be waived if you present your military ID card when applying.

Wyoming Driver’s License Tests

Before you will be issued your initial driver’s license, you must pass the WY written and driving tests. These tests can be waived if you have a valid out-of-state driver’s license.

Wyoming Written Test

The Wyoming written test covers the material in the Wyoming Rules of the Road Handbook. This test can ask questions about seat belt use, road signs, and safe driving practices.

Wyoming Driving Skills Test

You must provide a vehicle when you’re ready to complete the WY driving skills test. This vehicle must be insured, properly registered, and safe to drive. During your road exam, your ability to properly maneuver a vehicle will be tested, as well as your ability to navigate intersections, stop signs, and other situations safely.

If you fail the driving skills test, your examiner will let you know how long you need to wait to be eligible to retake the test. Their decision will be based on your performance.

Acceptable Identification Documents in Wyoming

There are different acceptable identification documents in Wyoming that you can use when applying for a new WY driver’s license. You can use one of the following documents to prove your identity:

  • Passport
  • Birth certificate
  • Armed Forces ID cards
  • A permanent resident card
  • A certificate of Naturalization
  • A foreign passport with a valid I-94 (its expiration date needs to be more than 2 months from the date you visit your local WY office)

Examples of true full-name documentation can include the following:

  • Marriage certificate
  • Adoption documents that show your legal name after the adoption
  • Name change documents that contain your legal name before and after the name change
  • A dissolution of marriage document that shows your legal name after the court order
  • Certificate of registration documentation that verifies the formation of a domestic partnership

Examples of acceptable and valid residency documents can include the following:

  • Resident utility bills (including cell phone bills)
  • Insurance documents
  • Wyoming vehicle or vessel title or registration
  • Bank statements

Receiving a Wyoming Driver’s License Under the Age of 18

If you’re a teenager applying for your first Wyoming driver’s license, you must satisfy all WY DOT Graduated Driver’s Licensing (GDL) program requirements. This program helps you practice driving and provides the necessary skills to pass your driving test to earn your full standard WY driver’s license.

New Teenage Residents of Wyoming

As a new teenage resident of Wyoming, you must apply for a WY driver’s license within 1 year of becoming a resident in this state. If you have a driver’s license from any of the following states, you must apply for a Wyoming driver’s license immediately once you become a resident:

  • Wisconsin
  • Tennessee
  • Michigan
  • Georgia
  • Massachusetts

Wyoming GDL Program

If you are younger than 17 years of age, you must complete the following steps to receive your initial unrestricted driver’s license:

  • Driver’s Ed
  • Standard learner’s permit
  • Intermediate permit
  • Full WY driver’s license

Wyoming Age Requirements

The minimum ages to start each phase of the GDL program are as follows:

  • Standard learner’s permit: 15 years of age
  • Intermediate permit: 16 years of age
  • Full driver’s license: 16 ½ years of age with Driver’s Ed and an intermediate permit for 6 months without Driver’s Ed

Wyoming Learner’s Permit

If you are at least 15 years of age, you are eligible to start the WY DOT GDL program. You will start this program by applying for your WY learner’s permit.

To apply for your WY permit, you must visit your local WY DMV branch with your parent/legal guardian and the following:

  • Completed Wyoming Driver’s License Application (Form FSDL-705)
  • Have your parent or legal guardian sign the application
  • Have your photo taken
  • Provide proof of your identity and legal US presence
  • Pass the WY vision exam
  • Pass the WY DMV written test
  • Pay the $45 fee

Wyoming Learner’s Permit Restrictions and Behind-the-Wheel Practice

While you’re driving with your WY learner’s permit, you are ONLY allowed to operate a vehicle while being supervised by a licensed driver who is at least 18 years of age. Before you are eligible to proceed to the next stage of the WY licensing program, you must attain your WY learner’s permit for a minimum of 10 days as well as complete a minimum of 50 hours of supervised driving, which includes 10 hours of night driving.

A restricted Wyoming permit is available if you are 14 to 15 years of age and meet particular employment, school, or inconvenience requirements.

Wyoming Intermediate Driver’s License

You can proceed to the next steps in the WY driver’s license process once you do/are the following:

  • Turn 16 years of age.
  • Have attained your WY learner’s permit for a minimum of 10 days
  • Have completed a minimum of 50 hours of supervised driving practice with 10 hours of these hours driven at night

To receive your WY provisional driver’s license, you must visit your local WY DMV branch and do the following:

  • Surrender your WY learner’s permit (out-of-state learner’s permits are also accepted).
  • Provide proof of your identity
  • Complete a Wyoming Driver’s License Application (Form FSDL-705)
  • Have your parent or legal guardian sign the application
  • Submit your completed Behind-the-Wheel Driving Certification (Form FSGDL-01)
  • Pass the WY vision exam
  • Pass the WY DMV driving test (make sure you schedule this test with your local WY DMV branch before visiting the location in person)
  • Pay the $45 fee (if required)

Provisional License Restrictions and Behind-the-Wheel Practice in Wyoming

As long as you have your WY intermediate permit, you can operate a motor vehicle unsupervised between the hours of 5 AM and 11 PM. You are NOT allowed to drive outside of these hours. In addition, you can have up to 1 passenger who is younger than 18 years of age unless they are your immediate family members.

Remember that these specific restrictions do NOT apply if you are traveling with a licensed adult who is at least 18 years of age.

You can proceed to your full WY driver’s license once you have attained your provisional driver’s license for at least 6 months and are at least 17 years of age, or you have held your provisional driver’s license for at least 6 months, completed Driver’s Ed, and are at least 16 ½ years of age.

Wyoming Full Unrestricted Driver’s License

You are eligible for a full, unrestricted WY driver’s license if you are at least 17 years of age and have attained your provisional license for at least 6 months or you are at least 16 ½ years of age, have attained your provisional license for a minimum of 6 months, and have completed an approved Driver’s Ed course.

Once you meet these requirements, visit your local WY DMV branch and apply for your full WY driver’s license. You may be required to do the following:

  • Surrender your provisional license
  • Provide proof of your identity
  • Complete a Wyoming Driver’s License Application (Form FSDL-705)
  • Submit your Driver’s Ed completion certificate
  • Pay the $45 driver’s license fee

Your full, unrestricted WY driver’s license allows you to operate a motor vehicle at any time with no passenger restrictions.

The Wyoming Written Exam and Road Test

As a resident of Wyoming, new or current, you will be required to complete the WY written exam and road test to receive your WY driver’s license.

Taking the Wyoming Written Exam

The Wyoming written exam has a total of 25 questions. You need to answer at least 20 of these questions correctly to pass with a minimum passing score of 80%. The minimum age to apply to complete the WY written exam is 15.

Taking the Wyoming Road Test

When you take the WY road exam, you will be tested on your ability to operate a motor vehicle safely. Your instructor will ask you to perform specific maneuvers, such as reversing and stopping the car, following WY traffic signs and laws, and more.

Wyoming Non-Commercial Driver’s Licenses

Certain vehicles and driving professions require a special driver’s license, such as a non-commercial driver’s license. You’ll need to apply for a special WY license or an endorsement to operate vehicles that fall into the non-commercial category. You will likely be required to provide or do the following:

  • Submit a new application
  • Pass the knowledge test and driving evaluation
  • Pay an additional licensing fee

Wyoming School Bus Drivers

To transport children using a school bus, you must have a Wyoming CDL in addition to a “P” passenger and an “S” school bus endorsement. In general, you must have the following:

  • Have a clean criminal and driving record
  • Pass a medical certification
  • Pass the driving skills test on a school bus

Shuttle Bus Drivers

Shuttle buses come in different styles and sizes and are used in different ways. You may be required to obtain a CDL with a passenger endorsement. In addition to this requirement, you may also need to obtain other endorsements depending on your situation. Check with your potential employer to determine what you need for your specific scenario.

Wyoming Taxi Drivers and Chauffeurs

Although there aren’t any special statewide requirements for operating a taxi or limousine, local jurisdictions may impose additional stipulations, so ask your local WY DMV branch to learn about the requirements. You may be required to do the following:

  • Pass a criminal background check
  • Have a clean driving record
  • Become certified as medically fit
  • Pay a taxi licensing fee

Wyoming Sport Vehicle Driver’s License

You are not required to obtain a special driver’s license to operate an all-terrain vehicle (ATV) or off-road vehicle (ORV). Although you are not required to have a special Wyoming driver’s license, you will need a permit to use these vehicles on the state’s public roads. Certain vehicles may have age restrictions and require you to complete a safety course or hold a motorcycle endorsement.

Did You Get Married, Divorced, or Changed Your Name?

If you got married, divorced, or legally changed your name, and the name you provided on your application is different from your current legal name, you may be required to submit proof of the legal name change.

You can use the following documents to establish your true full name:

  • A name change document that contains the legal name of both before and after the name change
  • A dissolution of marriage or domestic partnership documentation that shows your legal name as a result of the court action
  • A certificate, declaration, or registration document that confirms the formation of a domestic partnership
  • A marriage certificate
  • Adoption documents that show the legal names as a result of the adoption

Does the REAL ID Act Impact Residents of Wyoming?

The WY DOT is a REAL ID-compliant state and has issued WY REAL ID-compliant driver’s licenses since 2011. These driver’s licenses and IDs have a gold star in the top right corner. Recently, the WY DOT started issuing a revamped driver’s license that features a black circle with a star in the middle.

REAL ID-compliant driver’s licenses can be used to board commercial airplanes. Starting October 1, 2020, all US citizens must have a REAL ID-compliant driver’s license or ID card, passport, or other Transportation Security Administration (TSA) – approved documents.

Is Receiving a REAL ID Mandatory in Wyoming?

Obtaining a Wyoming REAL ID-compliant driver’s license or ID card is NOT mandatory, which means it is optional. If you have any of the TSA-approved documents listed above, these documents can be used to pass TSA checkpoints at airport terminals and visit secure federal buildings and military installations at any time.

What Actions Can I Perform Without a REAL ID-compliant Driver’s License or ID?

If you don’t plan on boarding domestic flights or visiting any secure federal facilities or military bases, you don’t need to apply for a REAL ID-compliant driver’s license or ID card.

You do not need a REAL ID document to perform any of the following activities:

  • Operate a motor vehicle
  • Vote
  • Enter a federal facility that doesn’t require an ID (such as a post office)
  • Visit a hospital or receive life-saving services
  • Apply for or receive federal benefits, such as the Social Security Administration (SSA), Veterans Affairs, etc.

Preparing to Apply for a REAL ID Card?

You must take different steps to apply for a Wyoming REAL ID card in Wyoming. Although REAL IDs are not required, they’re good to have in many scenarios.

To apply for a Wyoming REAL ID, you must submit the following:

  • Proof of identity (valid passport or certified birth certificate)
  • Proof of Wyoming residency documents (2 documents are required)
  • Present proof of your SSN

Applying for a Wyoming Commercial Driver’s License

Traveling down the open road is a great way to relax, clear your mind, and earn a living! However, you’ll need to apply for a WY CDL before you can hop in an 18-wheeler and take on the open road.

Federal Training Requirements Update

The new federal entry-level driver’s training requirements, effective February 7, 2022, the Wyoming DOT mandates new CDL applicants complete an entry-level driver’s training course through an authorized provider.

This training must be completed before applying for your initial commercial driver’s license (CDL), upgrading your existing CDL class, or applying for a HAZMAT, school bus, or passenger endorsement.

Wyoming CDL Eligibility Requirements

To qualify for a WY CDL, you must:

  • Currently have a valid, non-commercial WY driver’s license
  • Be at least:
    • 18 years of age to drive within Wyoming only – intrastate driving
    • 21 years of age to drive outside of Wyoming – interstate driving

You must also bring the specific documentation to prove the following:

  • Identity:
    • Birth certificate (required for first-time applicants)
    • US passport (accepted when used instead of a birth certificate)
  • Wyoming residency:
    • Current utility bill
    • Lease or mortgage agreement
  • Social Security number

Wyoming Commercial Learner’s Permit

Before you will be eligible to receive your CDL, you need to have your commercial learner’s permit (CLP).

Obtaining your CLP can be a complicated process, so it may help if you complete a CDL education course to ensure your success. When you’re ready, you need to visit your local WT DOT branch and do the following:

  • Submit the correct identification documents
  • Have the required medical paperwork
  • Complete the WY eye exam (you are required to have at least 20/40 vision with both eyes)
  • Pay the $45 CLP fee

You will also be required to complete all written exams for the class of CDL in which you are applying and any endorsements you want to add to your CDL. You must score at least 80% to pass the written exam.

Once you complete the above-listed steps, you will be issued your WY CLP. Congratulations! Your WY CLP will be valid for 365 days.

Wyoming CLP Restrictions

While you have your WY CLP, you must follow specific rules and guidelines. You must wait at least 14 days before you can complete the skills exam and earn your full WY CDL. If you’re not ready at this time, no worries!

If you’re not ready to complete your skills exam after 14 days of having your CLP, your CLP is valid for 365 days, giving you a lot of time to practice before completing the skills exam. You are also required to adhere to the Federal Motor Carrier Safety Administration (FMCSA) regulations:

  • Driving only on public roads
  • Driving while accompanied by a full CDL holder (must be licensed to operate the same class of vehicle)

Receiving Your CDL in Wyoming

The last step you need to take is to complete the skills exam. Once at least 14 days have passed, and you’re ready to complete your skills exam, you need to schedule an appointment with your local WY DOT branch. The $85 testing fee must be paid in advance.

If you need to cancel your appointment for any reason, you must do so at least 24 hours before your appointment, or you will lose your testing fee. If you lose your testing fee, you will be required to pay the testing fee again when you reschedule your appointment.

You must also arrange to complete the test in the same type of vehicle you plan on operating with your CDL. At this time, since you’re still considered a CLP holder, you must have a full CDL holder to accompany you to your exam.

Make sure you take the following documents and payment with you to your appointment:

  • WY driver’s license
  • Commercial learner’s permit
  • Medical information
  • $55 CDL fee

The WY skills exam consists of different parts, including the following:

  • Pre-trip inspection
  • Basic vehicle control test
  • On-road test

Once you pass each section of the skills exam and pay the necessary fee(s), the WY DOT will issue your CDL, and you’re ready to hit the road. Congratulations!

Wyoming Commercial Driver’s License Fees

The WT DOT currently charges the following for CDLs and related services:

  • Commercial learner’s permit: $45
  • Skills exam: $85 (you must pay in advance for your test)
  • Commercial driver’s license: $55
    • Renewal: $40
    • Class change: $20

The WY DOT accepts payment in the form of checks, money orders, and cash. Some WY exam stations will accept credit or debit card payments.

CDL Medical Certification in Wyoming

If you’re applying for a CDL in Wyoming, you must be deemed physically fit for the job before you can apply for your commercial learner’s permit. To be considered medically certified by the WY DOT, you must complete a Wyoming Commercial Driver’s License Application (Form FSCDL-705) and a Medical Examiner’s Certificate (Form MCSA-5876), which is required to be completed by an FMCSA-approved doctor.

Keep in mind that you must complete and submit the necessary medical forms before you can apply for your CLP. You are also required to complete the self-certification process, which involves you declaring the type of driving you intend to do.

Federal CDL Self-Certification Requirements

You must self-certify the type of vehicle you’ll be operating with the WY DOT by choosing one of the following driving categories:

  • Non-excepted Interstate
  • Excepted Interstate
  • Non-Excepted Intrastate
  • Excepted Intrastate

Wyoming Military CDL Skills Test Waiver

The FMCSA and WY DOT created a program to help some service members receive their CDL easily by waiving the skills exam.

To qualify, you must be an active-duty service member or recent discharge who has attained a military position within the last 12 months that required the operation of a commercial vehicle. To apply, you and your commanding officer must complete an Application for Military Skills Test Waiver (REV 2019). Make sure you take this application with you to your CLP appointment. Eligible applicants will still be required to pass all written exams and pay all applicable fees.

Applying for a Motorcycle License in Wyoming

Wyoming has a lot of open spaces and is a scenic environment. Are you ready to ride off into the sunset on your motorcycle? If so, you’ll need a Wyoming motorcycle license with the WY DOT.

New Residents of Wyoming

Once you establish residency in Wyoming, you have 1 year to transfer your out-of-state license. There are some exceptions to this rule, so ask your local WY DOT branch about the timeframe for transferring licensing from the following states:

  • Georgia
  • Massachusetts
  • Michigan
  • Tennessee
  • Wisconsin

To begin this process, you need to visit your local WY DOT branch and do the following:

  • Bring proof of the following:
    • Social Security Number (SSN)
    • Identity
    • Current WY residency (2 documents are required)

You can check with the WY DOT for a full list of acceptable WY residency and identity documents.

  • Have your photo taken
  • Pass a vision screening
  • Pay the appropriate motorcycle licensing fee

The WY DOT may also require you to complete a written and/or road test. Be advised that this step is at the discretion of the WY DOT. Although the requirement is rare, it may be in your best interest to prepare for both exams. Once you complete the above steps, you will be issued your Wyoming motorcycle license.

Wyoming Motorcycle Eligibility Requirements

In Wyoming, you will have permission to ride a motorcycle with an endorsement that is attached to your standard WY driver’s license provided by the WY DOT. If this is your first time applying for any type of WY driver’s license, you must follow the steps required to obtain a standard WY driver’s license.

To earn your Wyoming motorcycle license endorsement, you must do/be the following:

  • Be at least:
    • 15 years of age to earn a WY permit
    • 17 years of age to obtain a full WY license
  • Present all required identifying documents (if this is your first WY license)
  • Provide proof that you’ve completed a motorcycle education course (if applicable) – completing this course allows you to waive the motorcycle written exam and skills test
  • Pass the WY written test (you will obtain your motorcycle permit at this time)
  • Pass the motorcycle skills test before testing for your full, standard WY license (unless you completed the motorcycle education course)

How to Obtain a WY Motorcycle Permit

When you’re at least 15 years of age and ready to obtain your WY motorcycle permit, you must visit your local WY DOT branch and do the following:

  • Take the written motorcycle test (you will be eligible to skip this test by passing a motorcycle education course)
  • Pass the WY vision screening
  • Pay the motorcycle permit fee:
    • Restricted instruction permit: $10
    • Instruction permit: $20

At this time, you should be issued one of several different permit types depending on your age and driving experience.

Permit Types and Limitations

If you’re at least 15 years of age, you will be issued a WY restricted-use instruction permit. These permits are valid for 90 days. However, you are NOT allowed to carry passengers. If you also pass a driving test, you will receive a WY instruction permit instead, which is valid for 1 year.

You may also qualify for a WY instruction permit if the following applies:

  • Are at least 16 years of age
  • Have at least 50 hours of driving practice
  • Must have at least 10 hours of night driving
  • Have a parent or guardian certify your practice hours

Intermediate permit holders can’t carry passengers.

Wyoming Motorcycle Skills Test

The final step of the motorcycle endorsement process is passing the WY skills test. Make sure the WY DOT branch you plan to visit provides motorcycle road testing. You may also be required to pay an additional fee to complete the skills test.

Obtaining a Motorcycle Endorsement in Wyoming

You will be eligible for a WY motorcycle endorsement once you pass your written and skills test through the WY DOT or you complete a motorcycle education course. Next, you’ll need to head to your local WY DOT branch with proof of passing your written skills tests or your motorcycle education course completion card and your WY driver’s license.

You will also need your motorcycle permit, if applicable, and the $11 payment for the motorcycle endorsement fee. If this is your first WY license, you will also need $45 to pay the WY license fee and proper forms of identification. Additional fees and forms may be required. You can contact your local WT DOT branch for more information.

Wyoming Motorcycle Education Courses

Participating in a Basic Rider Course (BRC) is your other option for obtaining your WY motorcycle permit. To qualify, you must do/be the following:

  • Be at least 15 years of age (participants who are under 18 years of age are required to have written permission from a parent or guardian)
  • Payment for all applicable fees, including:
    • $50 for Wyoming residents
    • $150 for non-residents

Wyoming Motorcycle Testing Waiver

Passing your education course allows you to skip the written or skills test with the WY DOT. Instead, you will be issued a course completion card from your course instructor. Make sure you take the car with you when you’re applying for your motorcycle endorsement. The course completion card will be valid for up to 2 years after the card is issued.

Wyoming Motorcycle Endorsement Fees

The WY DOT charges the following for motorcycle endorsements and related services:

  • Restricted instruction permit (90 days): $10
  • Instruction permit (1 year): $20
  • Motorcycle education course:
    • Wyoming residents: $50
    • Non-residents: $150
  • Motorcycle endorsement: $11
  • Original Wyoming license: $45
