We\u2019re going to make sure you have everything you need when you visit your local <a href=\"https:\/\/transportation.wv.gov\/dmv\/Pages\/default.aspx\">West Virginia Division of Motor Vehicles<\/a> (DMV), which is overseen by the Department of Transportation (<a href=\"https:\/\/transportation.wv.gov\/\">WV DOT<\/a>) branch to get your license. We\u2019ll discuss the paperwork and fees you\u2019ll need to obtain a WV driver\u2019s, commercial, and motorcycle license, and everything in between.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Types of West Virginia Driver\u2019s Licenses<\/h2>\n\n\n\n<p>The West Virginia DOT offers different driver\u2019s licenses. We\u2019ll briefly discuss each license category to help you determine the type of license you must apply.<\/p>\n\n\n\n<p><strong>Class E<\/strong> \u2013 This is the standard driver\u2019s license in West Virginia to operate standard vehicles.<\/p>\n\n\n\n<p><strong>West Virginia CDL<\/strong> \u2013 This commercial driver\u2019s license (CDL) is required for individuals who want to operate commercial vehicles around WV and from state to state.<\/p>\n\n\n\n<p><strong>Special Driver\u2019s Licenses<\/strong> \u2013 These licenses include bus drivers and for-hire drivers. If you want to operate a bus or similar vehicle, you\u2019ll need this special driver\u2019s license.<\/p>\n\n\n\n<p><strong>Motorcycle License<\/strong> \u2013 You are required to have a motorcycle license to operate a motorcycle or similar vehicle.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">West Virginia Driver\u2019s License Requirements<\/h2>\n\n\n\n<p>Before you rush to your local WV DOT\/DMV branch, you need to determine whether you\u2019re required to apply for a new WV driver\u2019s license.<\/p>\n\n\n\n<p>You must get a WV driver\u2019s license if the following applies:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You are a current West Virginia resident who has never had a license<\/li>\n\n\n\n<li>You are a new resident of West Virginia and want to apply for a WV driver\u2019s license or transfer your out-of-state driver\u2019s license<\/li>\n\n\n\n<li>You plan on operating a non-commercial vehicle<\/li>\n\n\n\n<li>You have a legal presence in the state of West Virginia and the US (You are NOT required to have a WV driver\u2019s license if you have a diplomatic driver\u2019s license that is issued by the US Department of State.)<\/li>\n<\/ul>\n\n\n\n<p>You are NOT required to have a WV driver\u2019s license if the following applies:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You are at least 18 years of age, and visiting West Virginia with a valid out-of-state driver\u2019s license<\/li>\n\n\n\n<li>You\u2019re an active military member or dependent who is stationed in WV, as long as you have a valid out-of-state driver\u2019s license, and you have NOT established residency in WV<\/li>\n\n\n\n<li>You operate farm vehicles off public highways<\/li>\n\n\n\n<li>You ONLY operate registered off-highway vehicles and snowmobiles without accessing public roads (other than crossing the roads)<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Applying for a West Virginia Driver\u2019s License<\/h2>\n\n\n\n<p>You are required to obtain a WV driver\u2019s license to operate a motor vehicle on public roads. The WV DOT considers you a first-time driver\u2019s license applicant if the following applies:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You have never held a driver\u2019s license<\/li>\n\n\n\n<li>Your out-of-state driver\u2019s license is expired<\/li>\n\n\n\n<li>Your WV driver\u2019s license has expired for longer than 6 months<\/li>\n<\/ul>\n\n\n\n<p>If you\u2019re a teenage driver, you are required to complete West Virginia\u2019s Graduated Driver\u2019s Licensing (GDL) program.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">REAL ID Driver\u2019s Licenses in West Virginia<\/h3>\n\n\n\n<p>The West Virginia DMV issues driver\u2019s federally compliant licenses, allowing you to use this license for domestic travel and entry into federal and military buildings. You can apply for a REAL ID or a non-compliant license. These processes vary slightly. We\u2019ll discuss REAL IDs later on in this article.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Acceptable Identification Documents in West Virginia<\/h2>\n\n\n\n<p>In the state of West Virginia, there are different types of acceptable identification documents you can use when you\u2019re applying for your WV driver\u2019s license. You can use the following documents as proof of identification to get your WV driver\u2019s license:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Armed forces ID cards<\/li>\n\n\n\n<li>Birth certificate<\/li>\n\n\n\n<li>Passport<\/li>\n\n\n\n<li>Certificate of Naturalization<\/li>\n\n\n\n<li>Permanent resident card<\/li>\n\n\n\n<li>Foreign passport with a valid I-94 (the expiration date of the I-94 must be more than 2 months from the date you visit the office)<\/li>\n<\/ul>\n\n\n\n<p>Examples of true full-name verification documents can include the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Certificate of registration document that verifies the formation of a domestic partnership<\/li>\n\n\n\n<li>A dissolution of marriage document that contains your legal name as a result of the court order<\/li>\n\n\n\n<li>Marriage certificate<\/li>\n\n\n\n<li>Adoption documents that contain your legal name as a result of the adoption<\/li>\n\n\n\n<li>Name change documents that contain your legal name both before and after<\/li>\n<\/ul>\n\n\n\n<p>Examples of acceptable residency documents can include the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Resident utility bills (this includes cell phone bills)<\/li>\n\n\n\n<li>Insurance documents<\/li>\n\n\n\n<li>West Virginia or vessel title or registration<\/li>\n\n\n\n<li>A record of financial institution (bank statements)<\/li>\n<\/ul>\n\n\n\n<p>A legal parent or guardian, or child can use a birth certificate as proof of identity. Spouses and domestic partners can use a marriage license or domestic partner registration certificate to trace their relationship to the individual to whom the acceptable residency documentation was addressed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Getting a West Virginia Driver\u2019s License Under the Age of 18<\/h2>\n\n\n\n<p>There are different steps you must take to receive a WV driver\u2019s license. Here\u2019s what you need to know.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Teenage Drivers in West Virginia<\/h3>\n\n\n\n<p>If you\u2019re a teenage driver who is applying for a new driver\u2019s license, you must meet the requirements of the West Virginia DMV GDL program. The WV GDL program is designed to help teenage drivers develop and practice the necessary driving skills to pass the WV DMV road test, obtain a full WV driver\u2019s license, and be safe, responsible motorists.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Teenage Drivers to West Virginia<\/h3>\n\n\n\n<p>If you recently moved to WV and have a valid out-of-state driver\u2019s license, you need to transfer it within 30 days of establishing residency in this state. You can transfer your license as long as the license is still valid and not expired. You need to visit your local WV DMV branch with the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Proof of the following:<ul><li>Identity<\/li><\/ul><ul><li>Social Security number (SSN)<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>WV residency<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Your out-of-state driver\u2019s license or your certified driving record that is no more than 30 days old<\/li>\n<\/ul>\n\n\n\n<p>If you\u2019re under 18 years of age, and your out-of-state license does NOT meet West Virginia\u2019s Level 2 GDL, you will be required to take the written test and the road test as if you have never been licensed before. If you bring a driving record from your previous state to the WV DMV, the time you have held your license in the issuing state will count towards the required time you must hold a Level 1 GDL instruction permit.<\/p>\n\n\n\n<p>If your out-of-state driver\u2019s license is expired, you will need to pass the following West Virginia tests:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Vision test<\/li>\n\n\n\n<li>Written exam<\/li>\n\n\n\n<li>Road skills test<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">West Virginia GDL Programs and Restrictions<\/h3>\n\n\n\n<p>The West Virginia DMV GDL program applies to all new drivers who are younger than 18 years of age. The GDL program consists of the following stages:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Instruction Permit \u2013 allows you to operate a motor vehicle under the following circumstances:<ul><li>Only with a licensed adult who is at least 21 years of age<\/li><\/ul><ul><li>With no more than 2 passengers other than your adult supervisor, unless they are family members<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>Between 5 AM and 10 PM only<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Intermediate Driver\u2019s License \u2013 allows you to drive under the following circumstances:<ul><li>Unsupervised driving between the hours of 5 AM and 10 PM<\/li><\/ul><ul><li>No passengers under 20 years of age for the first 6 months, unless they are family members<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>No more than 1 passenger who is younger than 20 years of age during the second 6 months, unless they are family members<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Full, unrestricted West Virginia driver\u2019s license<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">West Virginia License Age Requirements<\/h3>\n\n\n\n<p>The minimum ages to begin each phase of the West Virginia DMV GDL program are as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Learner\u2019s Permit<\/strong>: 15 years of age<\/li>\n\n\n\n<li><strong>Provisional License<\/strong>: 16 years of age<\/li>\n\n\n\n<li><strong>Full, unrestricted driver\u2019s license<\/strong>: 17 years of age<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">How to Receive a West Virginia Learner\u2019s Permit<\/h3>\n\n\n\n<p>If you are at least 15 years of age, you can visit your local WV DMV branch to apply for your WV learner\u2019s permit. You must do the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Have your parent or legal guardian sign your Application for a Driver\u2019s License or Photo ID Card (<a href=\"https:\/\/transportation.wv.gov\/DMV\/DMVFormSearch\/DMV-DS-23P_Application-for-a-Drivers-License-or-Photo-ID-Card-WF.pdf\">Form DMV-DS-23P<\/a>)<\/li>\n\n\n\n<li>Provide proof of school enrollment<\/li>\n\n\n\n<li>Provide proof of your identity and legal presence<\/li>\n\n\n\n<li>Pass the WV DMV written test (this test can be completed <a href=\"https:\/\/apps.wv.gov\/dmv\/selfservice\">online<\/a> before going to the WV DMV to apply for your permit)<\/li>\n\n\n\n<li>Payment for the $7.50 learner\u2019s permit fee<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Driving Restrictions and Behind-the-Wheel Practice in West Virginia<\/h3>\n\n\n\n<p>With your West Virginia learner\u2019s permit, you can operate a motor vehicle under the following circumstances:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>With a licensed adult who is at least 21 years of age<\/li>\n\n\n\n<li>With no more than 2 passengers who are NOT family members, in addition to your adult supervisor<\/li>\n\n\n\n<li>Between the hours of 5 AM and 10 PM<\/li>\n\n\n\n<li>You may NOT use a cell phone or text while driving. Doing so is considered a primary offense and you can be stopped by law enforcement.<\/li>\n<\/ul>\n\n\n\n<p>Before moving on to the next steps in the GDL program, you must do\/be the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be at least 16 years of age<\/li>\n\n\n\n<li>Have held your learner\u2019s permit for at least 6 months<\/li>\n\n\n\n<li>Complete at least 50 hours of driving practice, including 10 hours being driven at night<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">How to Receive an Intermediate Driver\u2019s License in West Virginia<\/h3>\n\n\n\n<p>You will be eligible to upgrade from your learner\u2019s permit to an intermediate driver\u2019s license when you:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Are at least 16 years of age<\/li>\n\n\n\n<li>Have held your permit for at least 6 months<\/li>\n\n\n\n<li>Have had no traffic violations in the past 6 months<\/li>\n\n\n\n<li>Complete at least 50 hours of supervised driving with 10 hours of this driving completed at night<\/li>\n<\/ul>\n\n\n\n<p>After you have satisfied the requirements above, you must visit the WV DMV and do the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Submit your 50-hour Certification Log for Driver\u2019s License Application Under Age 18 (<a href=\"https:\/\/transportation.wv.gov\/DMV\/DMVFormSearch\/DMV-GDL-10.pdf\">Form DMV-10-GDL<\/a>)<\/li>\n\n\n\n<li>Pass the driving test (You must first schedule your road test with the DMV)<\/li>\n\n\n\n<li>Surrender your learner\u2019s permit<\/li>\n\n\n\n<li>Provide proof of your school enrollment<\/li>\n\n\n\n<li>Pay the $7.50 intermediate driver\u2019s license fee<\/li>\n<\/ul>\n\n\n\n<p>Once you have attained your WV provisional license for at least 1 year and you are at least 17 years of age, you can proceed to a WV unrestricted driver\u2019s license.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Intermediate Driver\u2019s License Restrictions<\/h3>\n\n\n\n<p>Your WV intermediate driver\u2019s license allows you to drive under the following circumstances:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Unsupervised driving between the hours of 5 AM and 10 PM. You must be supervised while driving outside of these hours<\/li>\n\n\n\n<li>No passengers under 20 years of age who are NOT family members for the first 6 months<\/li>\n\n\n\n<li>No more than 1 passenger who is younger than 20 years of age who is NOT a family member during the second 6 months<\/li>\n\n\n\n<li>All passengers must be wearing seatbelts<\/li>\n\n\n\n<li>You can NOT use a cell phone or text while driving. This is considered a primary offense and you can be stopped by law enforcement.<\/li>\n<\/ul>\n\n\n\n<p>You may drive unsupervised between the hours of 10 PM and 5 AM if you are driving to or from:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Your place of employment<\/li>\n\n\n\n<li>A religious activity<\/li>\n\n\n\n<li>A school activity (sanctioned by the school you attend)<\/li>\n\n\n\n<li>In an emergency where driving will prevent injury or death of someone else<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Full, Unrestricted West Virginia Driver\u2019s License<\/h3>\n\n\n\n<p>You are eligible to obtain an unrestricted West Virginia driver\u2019s license when the following applies:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You turn 17 years of age<\/li>\n\n\n\n<li>Have attained your WV intermediate license for at least 1 year<\/li>\n\n\n\n<li>Have had no traffic violations for at least 1 year<\/li>\n<\/ul>\n\n\n\n<p>To receive your full driver\u2019s license, you must visit your local WV DMV branch and do the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Surrender your WV intermediate driver\u2019s license<\/li>\n\n\n\n<li>Pay $5 per year plus a $0.50 motor voter fee until your 21<sup>st<\/sup> birthday<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">The West Virginia Written Exam and Road Test<\/h2>\n\n\n\n<p>You must take the WV written exam and road test to receive your new WV driver\u2019s license. Here\u2019s what you need to know.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Taking the West Virginia Written Exam<\/h3>\n\n\n\n<p>The WV written exam has a total of 25 questions. You must answer 19 of these questions correctly to pass with a minimum passing score of 76%. The minimum age to apply to take this written test is 15.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Taking the West Virginia Road Test<\/h3>\n\n\n\n<p>You are also required to pass the WV road test. This road test is used to determine how well you can safely maneuver a motor vehicle. You will be tested on your ability to start and stop the car, switch lanes properly, park, and adhere to all WV traffic signs and road laws.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Special Licenses in West Virginia<\/h2>\n\n\n\n<p>The WV DOT and WV DMV offer different driver\u2019s license classes and endorsements that are specific to the type of vehicle you want to drive and the driving profession you want. The application process for each type of license and endorsement is similar to your standard WV driver\u2019s license.<\/p>\n\n\n\n<p>You must do the following to obtain a special license in West Virginia:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complete a new licensing application<\/li>\n\n\n\n<li>Provide proof of your identity and legal presence<\/li>\n\n\n\n<li>Pass classes, written and driving tests that are endorsement-specific<\/li>\n\n\n\n<li>Pay a new licensing fee<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">School Bus Drivers<\/h3>\n\n\n\n<p>If you want to be a school bus driver in West Virginia, you must have a CDL with a \u201cP\u201d passenger endorsement and an \u201cS\u201d school bus endorsement. To obtain a passenger\/school bus endorsement, you must do the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complete a new application<\/li>\n\n\n\n<li>Pass a knowledge test<\/li>\n\n\n\n<li>Pass a driving test with the type of vehicle you to operate<\/li>\n\n\n\n<li>Pay an endorsement fee<\/li>\n<\/ul>\n\n\n\n<p>You may also be required to do the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pass a criminal background check<\/li>\n\n\n\n<li>Have a clean driving record with a minimum amount of driving experience<\/li>\n\n\n\n<li>Get re-tested and re-certified, if required<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Class D For-Hire License<\/h3>\n\n\n\n<p>If you want to drive for hire in vehicles, such as taxi cabs, shuttle busses, or limousines, you will likely need to obtain a Class D, non-CDL for-hire driver\u2019s license. The Class D driver\u2019s license applies to professional drivers of all vehicles that do NOT qualify as commercial vehicles.<\/p>\n\n\n\n<p>To apply for a Class D driver\u2019s license, you must do\/be the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be at least 18 years of age<\/li>\n\n\n\n<li>Have at least 1 year of driving experience<\/li>\n\n\n\n<li>Complete an Application for a Commercial Driver\u2019s License and\/or Endorsements (<a href=\"https:\/\/transportation.wv.gov\/DMV\/DMVFormSearch\/DMV-CDL-1.pdf\">Form DMV-CDL-1<\/a>)<\/li>\n<\/ul>\n\n\n\n<p>If you want to drive a taxicab, your local WV municipality may have specific requirements.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Sport Vehicle Licenses in West Virginia<\/h3>\n\n\n\n<p>Sports and recreational vehicles, such as all-terrain vehicles (ATVs) and snowmobiles can\u2019t be legally operated on public roads (unless, of course, it\u2019s necessary to cross the road). West Virginia does not normally require any kind of driver\u2019s license or endorsement to operate them.<\/p>\n\n\n\n<p>However, there are usually exceptions. Drivers who are younger than 18 years of age must complete an ATV Safety Awareness Training program to legally operate an ATV. Make sure you speak with a clerk from your local DMV branch about the expectations before riding your sports vehicle.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Married, Divorced, or Name Change?<\/h2>\n\n\n\n<p>If you changed your name and want to apply for a new West Virginia license or ID, you must submit name change documents that prove your legal name change. You must also do so if you are applying for a REAL ID-compliant driver\u2019s license or ID card in your true full name.<\/p>\n\n\n\n<p>If the name on your identification document(s) is different from the name you provided on your application, you must submit a document that establishes your true full name.<\/p>\n\n\n\n<p>Examples of documentation that establish your true full name can include the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A certificate, declaration, or registration document that verifies the formation of a domestic partnership<\/li>\n\n\n\n<li>A dissolution of marriage or domestic partnership document that contains the legal name as a result of the court action<\/li>\n\n\n\n<li>Adoption documents that contain the legal name of both before and after the name change<\/li>\n\n\n\n<li>A name change document that contains the legal name of both before and after the name change<\/li>\n\n\n\n<li>A marriage certificate<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Does the REAL ID Act Impact Residents of West Virginia?<\/h2>\n\n\n\n<p>The REAL ID Act was passed in 2005 to increase security measures post-9\/11. West Virginia is compliant with the REAL ID Act. This state\u2019s REAL ID-compliant driver\u2019s licenses and ID cards bear the gold star in the top right-hand corner.<\/p>\n\n\n\n<p>A federally accepted ID (such as a passport or REAL ID) will be required to board a domestic flight, enter federal facilities, and enter a nuclear power plant. There is a $10 REAL ID surcharge in addition to the standard license fees.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Is Obtaining a REAL ID Mandatory in West Virginia?<\/h2>\n\n\n\n<p>Obtaining a REAL ID is not mandatory in West Virginia. However, if you want to board a plane, enter federal facilities, or enter a nuclear power plant, you ARE REQUIRED to have a REAL ID-compliant driver\u2019s license or ID card. If you have valid documents that are TSA-approved, you can use these documents to pass TSA checkpoints at any airport terminals nationwide and visit secure federal buildings or military installations at any time. You can learn more about identity requirements and TSA-acceptable documents on the <a href=\"https:\/\/www.tsa.gov\/travel\/security-screening\/identification\">TSA website<\/a>.<\/p>\n\n\n\n<p>If you don\u2019t plan on boarding a domestic flight or visiting a secure federal facility or military base, you are NOT required to. Have a REAL ID-compliant driver\u2019s license or ID card.
