Depending on your circumstances, your application process may vary. If you\u2019re a teenage driver, you must complete the Vermont Graduated Driver\u2019s Licensing program before you will be eligible for your Vermont driver\u2019s license.<\/p>\n\n\n\n<p>Vermont offers the following types of driver\u2019s licenses:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Learner\u2019s permit<\/li>\n\n\n\n<li>Junior driver\u2019s license<\/li>\n\n\n\n<li>Standard driver\u2019s license<\/li>\n\n\n\n<li>Enhanced driver\u2019s license (EDL)<\/li>\n\n\n\n<li>Commercial driver\u2019s license<\/li>\n\n\n\n<li>Motorcycle endorsement<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Vermont Enhanced Driver\u2019s License<\/h3>\n\n\n\n<p>An enhanced driver\u2019s license in Vermont has been enforced as part of the REAL ID Act to prevent security threats and\/or unlawful entry into the U.S. These licenses also have advanced features to prevent tampering or counterfeiting. We\u2019ll discuss REAL IDs later on in this article.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Vermont Driver\u2019s License Requirements<\/h2>\n\n\n\n<p>There are specific driver\u2019s license requirements in Vermont that you must meet to receive a driver\u2019s license, permit, or endorsement.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Who Can Receive a Vermont Driver\u2019s License?<\/h3>\n\n\n\n<p>A Vermont driver\u2019s license is issued to eligible individuals who are 18 years old or older who pass the required exams. This license allows you to operate any non-commercial vehicle except a school bus or motorcycle. Additional exams are required to operate a school bus or motorcycle.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Who is Not Eligible to be Issued a New Vermont Driver\u2019s License or Renew an Existing Vermont License?<\/h3>\n\n\n\n<p>You will NOT be issued a Vermont driver\u2019s license or be able to renew an existing license if any of the following applies:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>An individual whose privilege to operate a motor vehicle in ANY state has been suspended, revoked, or refused can\u2019t be issued a license until such suspension, revocation, or refusal has been terminated and the person has been officially notified in writing of reinstatement.<\/li>\n\n\n\n<li>A license can\u2019t be issued to an individual when the Commissioner of Motor Vehicles has evidence that you can\u2019t or will not operate a motor vehicle without endangering the other users of the highway.<\/li>\n\n\n\n<li>An individual who is NOT a resident of Vermont<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Applying for a Vermont Driver\u2019s License<\/h2>\n\n\n\n<p>To apply for a Vermont driver\u2019s license, you must visit your local VT DMV branch in person. You will not be able to apply for a driver\u2019s license online. You will need to do the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Provide proof of the following:<ul><li>Identification<\/li><\/ul><ul><li>Birth date<\/li><\/ul><ul><li>Lawful U.S. presence (you must have proof of your U.S. citizenship if you are applying for an EDL).<\/li><\/ul><ul><li>Social Security Number (SSN)<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>Vermont residency (2 documents are required)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Submit a completed Enhanced License\/ID Application (<a href=\"https:\/\/dmv.vermont.gov\/sites\/dmv\/files\/documents\/VL-021-License_Application.pdf\">Form VL-021<\/a>) \u2013 U.S. citizens ONLY, if you want an EDL.<\/li>\n\n\n\n<li>Pass the following:<ul><li>Vision exam<\/li><\/ul><ul><li>Written knowledge exam<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>Road test<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Have your photo taken<\/li>\n\n\n\n<li>Pay the appropriate fees<\/li>\n<\/ul>\n\n\n\n<p>The VT DMV will send your driver\u2019s license or EDL to you within 20 days.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Vermont Driver\u2019s License Fees<\/h3>\n\n\n\n<p>The following are the fees in Vermont for a driver\u2019s license:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Driver\u2019s license (without exams):<ul><li>$51 for 4 years<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>$32 for 2 years<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Transfer a license from out of state:<ul><li>$51 for 4 years (you may be required to pay additional exam fees)<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>$32 for 2 years (you may be required to pay additional exam fees)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Enhanced Driver\u2019s License (EDL): Additional $30 in addition to the standard driver\u2019s license fees<\/li>\n\n\n\n<li>Road or eye exam: $19<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Acceptable Identification Documents in Vermont<\/h2>\n\n\n\n<p>There are different types of acceptable identification documents you can use when you\u2019re applying for your VT driver\u2019s license.<\/p>\n\n\n\n<p>Acceptable identification documents you can use include the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Passport<\/li>\n\n\n\n<li>Birth certificate<\/li>\n\n\n\n<li>Armed forced ID cards<\/li>\n\n\n\n<li>Permanent resident card<\/li>\n\n\n\n<li>Certificate of Naturalization<\/li>\n\n\n\n<li>Foreign passport with a valid I-94 (the expiration date of the I-94 must be more than 2 months from the date you visit the office)<\/li>\n<\/ul>\n\n\n\n<p>Examples of true full-name verification documents can include the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Marriage certificate<\/li>\n\n\n\n<li>Adoption documents that contain your legal name as a result of the adoption<\/li>\n\n\n\n<li>Name change documents that contain your legal name before and after the name change<\/li>\n\n\n\n<li>Certificate of registration document that verifies the formation of a domestic partnership<\/li>\n\n\n\n<li>A dissolution of marriage document that contains your legal name as a result of the court order<\/li>\n<\/ul>\n\n\n\n<p>Examples of acceptable residency documents can include the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Insurance documents<\/li>\n\n\n\n<li>Resident utility bills (this can also include cell phone bills)<\/li>\n\n\n\n<li>Vermont vehicle or vessel title or registration<\/li>\n\n\n\n<li>A record of a financial institution<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Obtaining a Vermont Driver\u2019s License Under the Age of 18<\/h2>\n\n\n\n<p>If you\u2019re a teenager who is applying for a new driver\u2019s license, you must meet the Graduated Driver\u2019s License (GDL) requirements of the VT DMV. The GDL program helps you develop and practice essential driving skills and knowledge and can also help you pass your VT DMV exam and obtain your first driver\u2019s license.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">New Residents of Vermont<\/h3>\n\n\n\n<p>If you\u2019re a new resident of Vermont, you must transfer your out-of-state driver\u2019s license within 60 days or before your driver\u2019s license expires (whichever comes first). You need to visit your local VT DMV branch and do the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Surrender your out-of-state driver\u2019s license<\/li>\n\n\n\n<li>Pass the vision, written, and road tests (if your driver\u2019s license has expired for more than 3 years if you don\u2019t have it with you).<\/li>\n\n\n\n<li>Proof of your Vermont residency<\/li>\n\n\n\n<li>Provide proof of identification, date of birth, social security number<\/li>\n\n\n\n<li>Prove you have a valid auto insurance policy<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">The Vermont GDL Program<\/h3>\n\n\n\n<p>If you are younger than 18 years of age, you are required to complete the following phases of the Vermont GDL program:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Driver\u2019s Education (Driver\u2019s Ed)<\/li>\n\n\n\n<li>Learner\u2019s permit<\/li>\n\n\n\n<li>Junior driver\u2019s license<\/li>\n\n\n\n<li>Senior driver\u2019s license<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Vermont Age Requirements<\/h3>\n\n\n\n<p>The minimum age requirements to begin each phase of the Vermont GDL program are as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Learner\u2019s permit: 15 years old<\/li>\n\n\n\n<li>Junior driver\u2019s license (provisional license): 16 years old<\/li>\n\n\n\n<li>Unrestricted, senior driver\u2019s license: 18 years old<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Vermont Learner\u2019s Permit<\/h3>\n\n\n\n<p>To start the process of obtaining your first Vermont driver\u2019s license, you must enroll in Driver\u2019s Ed and apply for a learner\u2019s permit.<\/p>\n\n\n\n<p>To apply for your Vermont learner\u2019s permit, you need to visit your local VT DMV branch and:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be at least 15 years of age<\/li>\n\n\n\n<li>Be enrolled in a Driver\u2019s Ed course<\/li>\n\n\n\n<li>Provide proof of your identity, date of birth, legal presence, Social Security Number, and proof of Vermont residency.<\/li>\n\n\n\n<li>Pass the DMV written test (call Central Scheduling at (802) 828-2000 to schedule your learner\u2019s permit knowledge test at one of the state\u2019s testing locations).<\/li>\n\n\n\n<li>Complete an Application for License\/Permit (<a href=\"https:\/\/dmv.vermont.gov\/sites\/dmv\/files\/documents\/VL-021-License_Application.pdf\">Form VL-021<\/a>) \u2013 If you are under 18 years of age, your parent or legal guardian must sign your application permitting you to complete the test.<\/li>\n\n\n\n<li>Pay the following fees:<ul><li>Written test: $32<\/li><\/ul><ul><li>Road test: $19<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>Learner\u2019s permit fee: $20<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Vermont Learner\u2019s Permit Restrictions and Next Steps<\/h3>\n\n\n\n<p>With your learner\u2019s permit, you are only allowed to drive while you are supervised by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A licensed adult who is at least 25 years of age<\/li>\n\n\n\n<li>Your parent or guardian<\/li>\n\n\n\n<li>Your certified Driver\u2019s Ed instructor<\/li>\n<\/ul>\n\n\n\n<p>Before you are eligible to obtain your Vermont junior operator\u2019s license, you must do the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complete your Vermont Driver\u2019s Ed course<\/li>\n\n\n\n<li>Complete an additional 40 hours of supervised driving practice, which includes 10 hours of night driving<\/li>\n\n\n\n<li>Attain your learner\u2019s permit for at least 1 year<\/li>\n\n\n\n<li>Have had a clean driving record for the past 6 months<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Vermont Junior Driver\u2019s License<\/h3>\n\n\n\n<p>You\u2019ll be eligible to proceed to the next step of the Vermont GDL program and obtain your provisional driver\u2019s license after you:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Turn 16 years old<\/li>\n\n\n\n<li>Have held your learner\u2019s permit for at least 1 year<\/li>\n\n\n\n<li>Complete Driver\u2019s Ed:<ul><li>30 hours of classroom instruction<\/li><\/ul><ul><li>6 hours of behind-the-wheel training<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>6 hours of observation<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Complete an additional 40 hours of supervised driving practice with 10 hours completed at night. You must complete a Driving Practice Log Sheet (<a href=\"https:\/\/dmv.vermont.gov\/sites\/dmv\/files\/documents\/VN-210-Driving_Practice_Log_Sheet.pdf\">Form VN-210<\/a>) to keep track of your hours.<\/li>\n\n\n\n<li>Have had a clean driving record for at least 6 months before applying<\/li>\n<\/ul>\n\n\n\n<p>Once you meet the above conditions, you can call Central Scheduling at (802) 828-2000 to schedule a driving test at one of the Vermont DMV testing locations. To obtain your junior operator license, you must visit the Vermont DMV branch on your road test and do the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complete an Application for License\/Permit (<a href=\"https:\/\/dmv.vermont.gov\/sites\/dmv\/files\/documents\/VL-021-License_Application.pdf\">Form VL-021<\/a>) with your parent or legal guardian\u2019s signature<\/li>\n\n\n\n<li>Submit your Driver\u2019s Ed completion certificate<\/li>\n\n\n\n<li>Submit your Driving Practice Log Sheet (<a href=\"https:\/\/dmv.vermont.gov\/sites\/dmv\/files\/documents\/VN-210-Driving_Practice_Log_Sheet.pdf\">Form VN-210<\/a>)<\/li>\n\n\n\n<li>Provide proof of your identity, birth date, legal presence, Social Security number, and Vermont residency<\/li>\n\n\n\n<li>Take and pass the VT DMV road test (you must provide a vehicle with valid insurance and registration)<\/li>\n\n\n\n<li>Pay the $19 road test fee and the $32 provisional license fee<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Vermont Junior Driver\u2019s License Restrictions and Next Steps<\/h3>\n\n\n\n<p>While you have your Vermont provisional driver\u2019s license, you are subject to the following restrictions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You can\u2019t be employed to drive (such as delivering pizzas or being a courier) until you have held the license for 1 year or have turned 18 years of age.<\/li>\n\n\n\n<li>You can\u2019t carry passengers for the first 3 months unless you are accompanied by a licensed adult who is at least 25 years of age.<\/li>\n\n\n\n<li>You can have your family members as passengers only during the second 3 months.<\/li>\n<\/ul>\n\n\n\n<p>After 6 months, there are no passenger restrictions. You are eligible for an unrestricted driver\u2019s license once you are at least 18 years of age.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Vermont Unrestricted Senior Driver\u2019s License<\/h3>\n\n\n\n<p>You are eligible for your unrestricted, senior driver\u2019s license after you are at least 18 years of age and have had a clean driving record for the past 6 months.<\/p>\n\n\n\n<p>To obtain your Vermont unrestricted driver\u2019s license, you must visit your local VT DMV branch and do the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Submit a completed Application for License\/Permit (<a href=\"https:\/\/dmv.vermont.gov\/sites\/dmv\/files\/documents\/VL-021-License_Application.pdf\">Form VL-021<\/a>)<\/li>\n\n\n\n<li>Provide proof of your identity, birth date, legal presence, Social Security number, and residency<\/li>\n\n\n\n<li>Pay the appropriate driver\u2019s license fee:<ul><li>2 years: $32<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>4 years: $51<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Receiving Your Driver\u2019s License as a New Resident of Vermont<\/h2>\n\n\n\n<p>If you recently moved to, or are planning to move to Vermont, you must obtain a Vermont driver\u2019s license within 60 days of establishing residency or before your out-of-state license expires, whichever comes first.<\/p>\n\n\n\n<p>To apply for your new Vermont driver\u2019s license, you must visit your local VT DMV branch with the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Proof of the following:<ul><li>Identity<\/li><\/ul><ul><li>Date of birth<\/li><\/ul><ul><li>Lawful states in the U.S.<\/li><\/ul><ul><li>Social Security Number (SSN)<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>Vermont residential address<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Your out-of-state driver\u2019s license<\/li>\n\n\n\n<li>A completed Enhanced License\/ID Application (<a href=\"https:\/\/dmv.vermont.gov\/sites\/dmv\/files\/documents\/VL-021-License_Application.pdf\">Form VL-021<\/a>), U.S. citizens only, if you want an Enhanced Driver\u2019s License (EDL).<\/li>\n\n\n\n<li>Payment for the required fees<\/li>\n<\/ul>\n\n\n\n<p>If you have a valid out-of-state driver\u2019s license or one that has expired for 3 years or less, you are also required to pass an eye test and possibly the written knowledge test. However, you won\u2019t be required to pass the Vermont road test.<\/p>\n\n\n\n<p>You will be expected to surrender your out-of-state driver\u2019s license when you apply for a driver\u2019s license in Vermont. If you don\u2019t have your out-of-state driver\u2019s license with you or it has expired for more than 3 years, you must pass the vision, written, and driving tests.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Non-U.S. Citizens<\/h3>\n\n\n\n<p>If you\u2019re a non-U.S. citizen and at least 18 years of age, you can drive in Vermont using your foreign driver\u2019s license for up to 1 year. After this time, you must apply for a Vermont driver\u2019s license.<\/p>\n\n\n\n<p>Excluding vehicles registered in Mexico and Canada, vehicles from certain countries must also display an International Distinguishing Sign.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Vermont Written Exam and Road Test<\/h2>\n\n\n\n<p>In Vermont, you must pass the written exam and road test to receive your Vermont driver\u2019s license.<\/p>\n\n\n\n<p><strong>Taking the Vermont Written Exam<\/strong><\/p>\n\n\n\n<p>There are a total of 20 questions, 16 of which you must answer correctly to pass with a minimum passing score of 80%. The minimum age to apply to complete the Vermont written exam is 15.<\/p>\n\n\n\n<p><strong>Taking the Vermont Road Test<\/strong><\/p>\n\n\n\n<p>The other step you need to take to receive your Vermont driver\u2019s license is to pass the Vermont road test. This road test is used to determine how well you can operate a motor vehicle while adhering to traffic laws and following road signs in Vermont. You will be tested on different vehicle maneuver abilities such as parallel parking, reversing, stopping, turning, and more.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Married, Divorced, or Name Change?<\/h2>\n\n\n\n<p>You may be required to provide name change documentation in the state of Vermont if you\u2019re applying for a new Vermont driver\u2019s license or identification. You will be required to submit valid name change documentation, such as a marriage license, to be issued a REAL ID-compliant driver\u2019s license or ID card in your true full name.<\/p>\n\n\n\n<p>If the name that is present on your identification documents is different from the name you provided on your application, you must submit a document that establishes your true full name.<\/p>\n\n\n\n<p>Examples of documents that establish your true full name can include the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A marriage certificate<\/li>\n\n\n\n<li>Adoption documents that contain the legal names as a result of the adoption<\/li>\n\n\n\n<li>A certificate, declaration, or registration document that verifies the formation of a domestic partnership<\/li>\n\n\n\n<li>A name change document that contains the legal names of both before and after the name change<\/li>\n\n\n\n<li>A dissolution of marriage or domestic partnership document that contains the legal name as a result of the court action<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Does the REAL ID Act Impact Residents of Vermont?<\/h2>\n\n\n\n<p>The state of Vermont participates in the REAL ID Act of 2005. Here\u2019s what you need to know about how the REAL ID Act will impact you as a resident of Vermont.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What is a REAL ID?<\/h3>\n\n\n\n<p>The REAL ID Act was passed by Congress in 2005 and enacted the 9\/11 Commission\u2019s recommendation that the Federal Government set standards for the issuance of sources and identification, such as driver\u2019s licenses.<\/p>\n\n\n\n<p>This act establishes the minimum-security standards for state-issued driver\u2019s licenses and identification cards. The REAL ID Act also prohibits federal agencies from accepting for official purposes, licenses and identification cards from states that do not meet these standards. These purposes include the following:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Accessing federal facilities<\/li>\n\n\n\n<li>Entering nuclear power plants<\/li>\n\n\n\n<li>Boarding federally regulated commercial aircraft<\/li>\n<\/ul>\n\n\n\n<p>The REAL ID in Vermont goes into effect on May 7, 2025. Starting May 7, 20205, every air traveler who is at least 18 years of age will need a REAL ID-compliant driver\u2019s license or identification card, or another <a href=\"https:\/\/dmv.vermont.gov\/licenses\/types-of-licenses-ids\/real-id#tsa\">TSA-acceptable<\/a> form of identification, for domestic air travel and to enter certain federal facilities.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How Do You Prepare to Apply for a REAL ID Card in Vermont?<\/h3>\n\n\n\n<p>To apply for a REAL ID in Vermont, there are different steps you must take. Although these types of ID cards are NOT required, they\u2019re good to have in many situations.<\/p>\n\n\n\n<p>To successfully apply for a REAL ID card, you are required to take the following steps:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Provide proof of identity (certified birth certificate or passport)<\/li>\n\n\n\n<li>Provide 2 Vermont residency documents<\/li>\n\n\n\n<li>Present proof of your SSN, if eligible<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Is Obtaining a REAL ID Mandatory in Vermont?<\/h3>\n\n\n\n<p>No. You can choose between a Driver\u2019s Privilege Card (DPC) or a REAL ID driver\u2019s license. The cost to receive a REAL ID or DPC is the same.
